MEETING MINUTES

May 5, 2014

Attendance

Present were: Judge Gray, Judge Lovecchio, Judge McCoy, Richard Callahan, Robert Cronin, Robert Elion, Charles Greevy, III, Bradley Hillman, John Person, Joseph Rider, Clifford Rieders, Jeffrey Rowe, Thomas Waffenschmidt, Kevin Way, W. Jeffrey Yates and Ed Mitchell.

Old Business

Day Reporting Center

The Commissioners and the Court are attempting to open a Day Reporting Center on the first floor of the Executive Plaza Building, Pine Street, Williamsport. The zoning administrator denied the application. The matter is scheduled for hearing before the zoning hearing board on May 15, 2014.

New Business

Practice Seminar

There will be a practice seminar presented by the Court on June 19, 2014 in the morning hours

Coverage in Tioga County

Tioga County has no permanent sitting judge. Judge McCoy will sit in Tioga County on a regular basis on Tuesdays for dependency proceedings.

Heroin Epidemic

There was a lengthy discussion about the current heroin epidemic in Lycoming County. Between 50% to 60% of criminal cases invoice heroin.

The difficulties of overcoming the addiction were discussed. Overcoming the addiction requires a long term commitment of 18 months or more. It also requires much support from family members and outside support groups.

Ways in which the Law Association could help were discussed. The Court will consider adding a member of the Law Association to the Heroin Task Force. Education in middle schools and lower grades was discussed.

The next meeting will be August 4, 2014 at noon in the Law Association Conference Room.
